inGOV standardization efforts

The main objective of the inGOV project is to contribute to the evolution of core European Public Service (PS)

The main objective of the inGOV project is to contribute to the evolution of core European
Public Service (PS) provision domain artefacts, including the European Interoperability
Framework (EIF), core vocabularies, data models, and interoperability assessment tools. This
objective is fully in line with the overall research approach of the inGOV project
(https://ingov-project.eu/). More specifically:

  • these same artefacts have been used as a starting point,
  • they have been refined and enriched to better support integrated public service
  • (IPS) co-creation, and
  • they have been fed back to relevant procedures for the evolution of these artefacts.

The research approach of inGOV guarantees compatibility and continuity as it aims to
directly improve the existing European artefacts of the Public Service provision domain and
not to develop new ones that would probably be incompatible with the existing ones.

So far, inGOV has contributed to the evolution procedure of the following European
artefacts of the Public Service provision domain:

  • European Interoperability Framework (EIF): The conceptual model for Integrated Public Services (IPS) provision of EIF v.3 (https://ec.europa.eu/isa2/sites/default/files/eif_brochure_final.pdf) has been enriched with the notion of co-creation. Co-creation has been incorporated in all phases of the IPS life cycle [identification need, planning/design, execution (provision) and evaluation]. The inGOV IPS Co-creation Conceptual Model (IPS-Co) has been published in a scientific journal (https://www.emerald.com/insight/content/doi/10.1108/TG-03-2022-0033/full/html) and presented at a scientific conference (https://dl.acm.org/doi/10.1145/3494193.3494320).
  • Core Public Sector Vocabulary – Application Profile (CPSV-AP): Highly relevant standardization efforts of inGOV are those related to CPSV-AP, which is performed by a Working Group that is coordinated by the European Commission. Members of inGOV partners (UoM and CERTH) that are already members of the CPSV-AP Working Group have recently proposed the following improvements:
    a) The addition of the PS consumer concept to enable PS personalization (https://github.com/SEMICeu/CPSV-AP/issues/96).
    b) A refinement and enrichment of CPSV-AP to facilitate its integration with the Core Criterion and Core Evidence Vocabulary (CCCEV) (https://github.com/SEMICeu/CPSV-AP/issues/95). CCCEV is a core vocabulary developed and supported by the European Commission aiming to model the evidence required for the provision of a PS. The aforementioned proposals have already been included in a recent version of CPSV-AP (https://semiceu.github.io/CPSV-AP/releases/3.1.0/). The research that has been conducted in the framework of inGOV, concluded with the aforementioned proposals which were published in a scientific journal (https://www.mdpi.com/2078-2489/13/5/225) and presented at a scientific conference (https://ieeexplore.ieee.org/document/9565886).
  • Interoperability assessment tools: In the framework of inGOV pilots the Interoperability Maturity Assessment of a Public Service (IMAPS) tool as well as the Interoperability Quick Assessment Tool (IQAT) have been used and evaluated. Comments for the improvement of those tools have been communicated to their development team in the framework of a relevant meeting where UOM and CERTH participated. When the evaluation of these tools is concluded, all the proposals for their improvement will be submitted to their development team as well as to the European Commission.
